Free Trade Zone for International Medical Center is Now Established!


National Yang Ming University (NYMU) and Farglory Free Trade Zone, signed a Memorandum of Understanding in International Medical and Biotechnology Industry Development on February 27. Specifically, NYMU and Farglory Free Trade Zone Co., Ltd. will work together to establish an international medical center in the free trade zone to promote high-end medical services for overseas patients. In response to the COVID-19 pandemic, they also planned to invest in quarantine facilities to bolster the government’s pandemic prevention capabilities.

The 45-Ha free trade zone is near Taoyuan International Airport, where companies such as DHL and STARLUX Airlines have already established their head or regional offices. Work on the medical center project is expected to begin in the third quarter of 2021 and will be open in the first quarter of 2023. The center is expected to be 10 stories high with two underground levels and to have a total floor area of more than 13,000 ping. It focuses on providing high-end medical services at home and abroad and promoting research and development in the international medical and biotechnology industry.

According to NYMU President Steve Kuo, this collaboration project can provide services to Taiwanese people and put Taiwan’s excellent medical standards on an international stage. The international medical center will be used to promote international medical care and can be quickly repurposed to help in the frontline of national-level pandemic prevention, which is consistent with the idea expressed in “Health for all, Taiwan can help.” National Chiao Tung University (NCTU) President Chen Sin-Hong, who also attended the memorandum signing press conference, stated that NCTU and NYMU are expected to merge this August. NCTU, with its solid foundation in semiconductors and communications, will collaborate with NYMU to assist in promoting the research and development of biotechnology and medical technology, including in talent cultivation.

As noted by Yeh Chun-Yao, Chairman of Farglory Free Trade Zone Co., Ltd, border control has been key to containing the COVID-19 pandemic and the free trade zone could make use of its locational advantage from being adjacent to an international airport to develop an international medical center. In addition to contributing to advances in biotechnology and medicine, such as in medical tourism and vaccine development, the center is also capable of linking with regional epidemic prevention authorities when an epidemic outbreak occurs in Taiwan, thus enhancing Taiwan’s ability to quarantine visitors at the border.

Taoyuan City Mayor Cheng Wen-Tsan remarked that the number of people seeking medical treatment in Taiwan is increasing annually. An initial estimation of more than 20,000 foreign tourists will visit Taiwan a year to receive multiple medical services such as health examination, medical cosmetology, organ transplantation, artificial reproduction, and facial reconstruction. Mr. Cheng stated that he looks forward to establishing Taoyuan as a premier medical center in the Asian-Pacific region through the project, thereby driving the development of industries in Taoyuan Aerotropolis.
