As part of its long and profound involvement in India, National Chiao Tung University (NCTU) has collaborated with the Indian Institutes of Technology (IIT) since 2017 to promote the “Wing-Spreading Swan Program.” Following a dual agreement signed between the International College of Semiconductor Technology of NCTU and the IIT, the IIT selected outstanding Indian students to study at NCTU for a joint dual doctorate degree. In consideration of the needs of industry talent, the project has also collaborated with well-known domestic enterprises, which have provided scholarships, internships, and job opportunities for overseas students. NCTU has signed joint dual doctorate contracts with four branches of IIT: IIT-Madras, IIT-Kanpur, IIT-Delhi, and IIT-Bombay. NCTU has also dispatched Chinese language teachers to their resident offices established at IIT-Delhi and IIT-Kanpur, and, on the basis of the dual degree, provided more diversified academic exchanges and cooperation between teachers and students from Taiwan and India. This has led to a consolidation and affirmation of the partnership in teaching and research between both parties, including sharing teaching resources and research outcomes in high-tech related fields. As of October 2020, 43 doctoral students of the IIT have applied to join the joint dual-degree program.
NCTU has also introduced Preparatory Semiconductor Courses at IIT campuses, and established an Overseas Scientific Research Center in India to (1) strengthen the connection between technology research and development resources of local Indian technology companies and universities and (2) to further recruit top Indian students to join the high-tech research and development training system in Taiwan. In Taiwan, this marks the first transnational recruitment model jointly supported by industry and academia, which ensures the employment of recruited international talent in domestic industry while providing a complete blueprint for the development of international students’ education and employment.
